Arman Sargsyan was born in Yerevan on June 4, 1978.
In 2000 he graduated from the Higher School of the Ministry of Internal Affairs of the Republic of Armenia, in 2006 he completed the MA course provided by the Academy of Public Administration of the Republic of Armenia.
Since 2016, he has been a candidate in the Department of Theory and History of Postgraduate Studies at Yerevan State University.
He is an author of a number of scientific articles.
After graduating from the Higher School of the Ministry of Internal Affairs of the Republic of Armenia, he was appointed to the post of detective at the Criminal Investigation Department of the Soviet Department of Internal Affairs.
During 2001 - 2005 he served as an operative in the 2nd division of the Criminal Investigation Department of the Internal Affairs Department of Yerevan.
In 2005-2008 Arman Sargsyan was  a senior operative at the operational support unit of the Internal Security Department of the RA Police.
In 2008-2012 he was the Deputy Chief of the Operational Support Division of the Internal Security Department of the RA Police.
In 2012-2014 Arman Sargsyan was the chief of the 1st Department of the General Department of Criminal Investigation of the RA Police.
In 2014-2017 he was the head of the 3rd department (on combating crimes in the sphere of high technologies, human trafficking, illegal migration and terrorism) of the General Department on Combating Organized Crime.
In 2017-2018 years Arman Sargsyan was the First Deputy Head of the General Department of Criminal Investigation of the RA Police.
Pursuant to the decree issued by the President of the Republic of Armenia on May 18, 2018 Arman Sargsyan was appointed to the post of the First Deputy Head of Police of the Republic of Armenia.

He is married, with two daughters and a son.

Arman Sargsyan has been awarded a number of departmental medals and orders and honorary titles of the Police and other ministries.

Vardan Movsisyan was born on June 1, 1963 in Kalinino settlement of Stepanavan district.
In 1986 he graduated from the Yerevan Medical Institute and during 1984 -1994 he worked in a number of medical institutions of the republic.
From 03.11.1994 to 17.10.2000 he worked as the head of the hospital of the medical department of the Ministry of Internal Affairs of the Republic of Armenia.
From 17.10.2000 to 14.06.2018 he was the head of the Medical Department of the Police of the Republic of Armenia.
Pursuant to the decree issued by the President of the Republic of Armenia on 14.06.2018 Vardan Movsisyan was appointed to the post of deputy head of the Police of the Republic of Armenia.

Tigran Yesayan was born on September 1, 1962 in the city of Yerevan.
In 1984, he graduated from the Omsk Higher School of the USSR Militia, he holds an academic degree of Ph.D. in Law; a doctoral candidate in the Department of State Legal Studies of the Institute of Philosophy and Law of the National Academy of Sciences of RA since 2016. 
Tigran Yesayan began his service at the Ministry of the Interior in November 1979, when he was appointed to the post of inspector at the special division of correctional labor institution No. 6 of the Department for Execution of Criminal Sentences.
In 1980-1984 - A student at the Omsk high school of the USSR Militia.
In 1984-1990, he was a detective of the Criminal Investigation Department of the Spandaryan division of the Ministry of Internal Affairs, an agent for combating drugs, a senior detective for juvenile affairs.
In 1990–1991, he was a detective of the 2nd branch of the Criminal Investigation unit of the Department of Internal Affairs for the city of Yerevan, a senior detective.

Tigran Yesayan was awarded the honorary title of “Honorary RA Police Officer" pursuant to the decree of the Head of the Police of the Republic of Armenia issued on April 16, 2003.
Tigran Yesayan is the editor-in-chief of the scientific-methodical journal “Stronghold of the Law”, as well as the author of a number of scientific manuals and articles. Also, Tigran Yesayan is a member of the editorial boards of a number of Russian scientific journals.
